Grounds and procedure for establishing the absence of the "foreign player" status" in Russia

On July 24, 2020, Federal Law No. 134-FZ of 24.04.2020 "On Amendments to the Federal Law "On Citizenship of the Russian Federation" regarding simplification of the Procedure for admission to Citizenship of the Russian Federation of foreign Citizens and Stateless Persons" came into force. According to it, in order to become a citizen of the Russian Federation, foreigners no longer need to renounce their former citizenship, and the procedure for obtaining Russian citizenship for certain categories of foreign citizens has been significantly simplified.

Compensation for training and the mechanism of solidarity in Russian football

The new government of the "Football union of Russia" (hereinafter FUR) tirelessly strives to increase the efficiency of payments by professional football clubs in cases of young football players transfers. In this regard, the Resolutions of the Executive Committee of the FUR in 2019 and 2020 adopted significant additions to Chapter 6 "Training compensation" of the FUR Regulations on the status and transfers (transfer) of football players. Thus, the target contribution of the clubs of the Association "Professional Football League" (PFL) for the support and education of children's and youth coaches and the registration fee of solidarity have already been introduced. The latest changes were approved by the FUR Executive Committee on February 13, 2020 (Resolution No. 193.5) for application from July 01, 2020 by the clubs of the "Russian Football Premier League" (RFPL). In addition, it is prescribed to hold active discussions in order to extend this model to the clubs of the "Football National League" (FNL). So, with a high degree of probability, this chapter of the FUR Regulations will undergo new adjustments in the near future.

Receiving compensation from the FIFA Fund in case of debt of a bankrupt football club

On February 11, 2020, the International Football Federation FIFA (FIFA) announced that it had reached an agreement with the International Football Players Union (FIFPRO) on the creation of a special fund to help football players (FIFA FFP) from July 1, 2020. This fund will provide economic support to football players who have not been able to comply with the existing decisions of any jurisdictional or other judicial authorities on collecting debts under employment contracts from former football clubs and do not have other legal grounds to receive their salaries.
